Monitoring, Evaluation, and Reporting (MER) are essential in reform and project management because they provide a structured framework for tracking progress, assessing performance, and supporting accountability, transparency, and informed decision-making. In reform implementation, MER helps monitor progress towards achievement of reform outcomes, results, changes required, and planned key activities to ensure strategic objectives are achieved.

In reform implementation, MER helps monitor progress towards achievement of reform outcomes, results, changes required, and planned key activities to ensure strategic objectives are achieved. Structured oversight of reforms is through quarterly, semi-annual, annual, mid-term, and end-term reports. This cycle ensures that reforms are tracked consistently and that adaptive measures are taken when necessary to keep progress aligned with strategic objectives. Annual Work Plans, prepared by implementing MCDAs and consolidated by the Secretariat, serve as operational tools for allocating funds to specific reform activities. Quarterly reports highlight progress on planned key steps (activities), ensuring accountability and reforms implementation tracking. Semi-annual and annual reports highlight progress on Changes Required and output-level indicators, while mid-term reporting assesses reform results and intermediate outcomes to guide adjustments. End-term reports provide a comprehensive evaluation of reforms and informs the design of the next reform strategy. The Secretariat undertakes MER for the PFM Reforms Strategies and Donor Funded Programmes that support implementation of the Strategies.
